To play through Syr, Gitrog (or any other combo) wants to combo off on Syr's turn turn (or on the turn of any player after them and before Syr). If Gitrog is going off on their turn with Syr out and they mill Kozilek, the shuffle trigger will always be resolved after the damage trigger. The AP's triggers are added to the stack first, which means they're resolved last.
